J. wants to know if an auto insurance company could legally sue the city. We want to know why grass can't be cut back and hydrants painted even if there's no money to repair the streets themselves.

The top picture appears to show one whole lane of the street completely impassable due to it being overgrown. 21st Street in Sheffield is equally bad. Does City Hall think these issues will 'simply go away or fix themselves?' Apparently so.
