This Explains the "Missing" 40K in Muscle Shoals...

 




...and you can thank Mike Lockhart for it.

A few months ago, a friend asked us if we could find out what happened to $40,000.00 in grant money to Muscle Shoals for a veterans' memorial. It seems Lockhart was denying knowledge of it, at least to her. Below are some interesting thoughts and ideas that explain the "missing" money among other things:


Hate elections and campaigns? You're not alone.

Think of the 4 year election cycle as:
1. The elected officials come out of their hiding places and run ads telling you what they "are going to do"
2. The elected officials may, or may not, start returning calls (the ones you placed the past 4 years that have not been acknowledged)
3. You may see some street paving and hear promises of great things to come - November 1st maybe?
4. There is a sudden flurry at city hall to share fabricated documents and other information

There are other tell-tell signs from incumbents.

In Muscle Shoals, the flurry of activity centers around the resurrection of projects that have been on hold for at least 5 years. One in particular is a Veterans Memorial. Before David Bradford retired from politics as our Mayor, the past city council approved an earmark of somewhere around $40,000.00 for a Veterans Memorial with the construction to be in 2020-2021. The money was reserved and was promised to the wonderful veterans of our great city. However, the current mayor (who voted to build the Veterans Memorial) in 2020 did nothing to fulfill that promise. Quite the contrary, Mr. Lockhart in the summer of 2025 has used "a"  Veterans Memorial as a campaign platform in hopes none of us remember the facts. How embarrassing that anyone would insult our veterans with the bait and switch for a political office. Our veterans deserve respect and honor, just as they sacrificed and fought for our freedoms - even Mike Lockhart's freedom to misrepresent this project for his own political posturing.

Interesting facts have emerged after Caitlyn Burns, who professes to be an authority on business and economic development, chastised candidates for not consulting with her and some guy named SEDA for their expert guidance. I'm not sure her "expertise" is what we need, but she could surprise me.

Given the expensive projects this mayor and city council are proposing, you would think Ms Burns would stress the importance to them to spend their money in Muscle Shoals and Colbert County to support local businesses and increase the tax base. NATTA. Councilman Willies Henry Thompson has spent all his campaign funds outside of Muscle Shoals AND Colbert County. Willies has spent thousands of dollars (including sales tax) to a company in Scottsboro, Alabama and another in Lawrenceburg Tennessee (but has a Florence, AL p.o. box). You need only check his finance campaign reports on the secretary of state website. Scottsboro city hall is probably laughing all the way to the bank with the sales tax from people like Willies Thompson. Mr. Lockhart has spent thousands on a young lady that works at the chamber that you and I help finance. Sorry Muscle Shoals & Colbert County, you lose again.

What's with the sudden activity of moving months and years old mounds of rat infested trees and debris? Maybe they will get to cleaning out culverts and drainage ditches in the next week and half while the heat is on them before the election. 

Don't expect any of your phone calls to the mayor or council members to be returned. That, I'm pretty sure is not gonna happen. You can expect more radical, far left liberals to continue to squeal and cry foul if anyone - candidates, you, me, the good Lord himself, dares to voice our opinions. Those who have taken to social media with the most irrational and threatening posts exhibit signs of psychotic paranoia with no chance of logic becoming rooted in their thought process. It's quite obvious people are scrambling to protect their playground and jobs with the status quo. God bless them, I am not sure my saying grace over them will come close to solving their hatred.  Us living rent free in their heads can't be good for their health. 

On a parting note. I believe the old timers say that Caitlyn Burns is the same person that was involved with a Brian Keith Robinson aka Dream Vision when she had a little law office in Sheffield.  Something about forging Mr Robinson's name (or one of the scammers) on legal documents before Robinson was sued by the Alabama Securities Commission around 2015 for a money scheme that cost a lot of business people in the Shoals big money? DREAM VISION. But that was shortly before she was hired as the Shoals Chamber director and became an authority on business and economic development. Of course, I'm sure her stance on this is one of being taken advantage of - does that sound a little familiar with what she is trying to do to us? The old "Trust me", I'm an expert and I wouldn't steer you wrong. Or like an agent that shows up at your door with a "Hi, I'm from the IRS, and I'm here to HELP YOU."  Run Forrest Run.

Lessons we learn from politics are that people who have a lot to lose squeal the loudest.and threaten innocent citizens that dare to ask questions. The people with the most to hide don't like to answer questions or produce documents. 

We the people see through the smoke and mirror politics.We are not fools.The emperor does not have any clothes on. Vote Muscle Shoals.

Lockhart Says He's Misunderstood

 




Muscle Shoals mayor Mike Lockhart says he's not a liar - he's simply misunderstood. According to the good mayor, when he said much of the flood waters making their way to city suburbs was coming from the county, he didn't mean the county was pumping it toward Muscle Shoals.

No, he says, this is a natural flow pattern and has nothing to do with any malicious pumping by Colbert County. Is he correct? 

Perhaps a few lawsuits can clear this up for good.

Why No TimesDaily Story on Muscle Shoals Council Meeting?



 

Was Muscle Shoals mayor Mike Lockhart proved a liar at the Tuesday council meeting? According to several, he was. Why didn't the TimesDaily cover the story? Interesting question isn't it.

Attorney Billy Underwood (pictured) is suing the city over flooding and other issues. If questions from regular citizens fail to get answers, a lawsuit should succeed.

If you want to keep up with the current Muscle Shoals City Council and Mayor's official actions you may, but it will be well after the dust has settled and the damage has been done.


You won't find an agenda for upcoming meetings that we pay each councilman/woeman $350.00 for attending a maximum of 15-20 minutes for a work session & meeting. $700 a month for 2 meetings that last anywhere between 15 - 20 minutes each month!!!!!

The communication from the Mayor, Council and Clerk Brittoni Walrus to the taxpayers on the website reads:

Minutes of the Muscle Shoals City Council meetings are approved at the following regularly scheduled meeting. Minutes will be posted following their approval and will be maintained on this website for the current calendar year following their approval. If you would like a copy of the minutes or would like to inspect the minutes, they are available Monday through Friday at the City Clerk's Office in City Hall between the hours of 7:45 a.m. and 4:30 p.m.


Today is June 2nd and there will be a council meeting. We can expect the city council to rubber stamp the hiring of the defunct Chamber's outgoing president to a new position in city hall as the attorney, city clerk advisor, planner, economic developer, contract reader, and whatever Ms. Walrus needs clarity on...(Bye Bye Marcel Black) 

Whatever is on the agenda and approved tonight, don't expect the minutes to be posted from this meeting for 2 months. Yes - The last minutes posted on the website is the meeting on APRIL 21st (approved on May 5th). Today is 6 weeks from the last minutes of a meeting. Dang, I guess following their approval means when Clerk Walrus decides to come to work.

Willis Thompson - you were very rude to the previous city clerk for not getting things done to your satisfaction - can you handle this with Clerk Walrus  when she gets back from wherever she is please? This is an election year and you can say you did get something done beside raising taxes, traveling, and spending our money like there is no tomorrow.

Sloppy record keeping, negligence in duties, and false statements coming out of Muscle Shoals City Government is nothing new. City Clerk Ms. Walrus is too busy staying out of the office to perform her duties. It's obvious she can't handle the simplest of tasks - imagine the major issues that are being swept under the rug too.

It's an election year, we will hear more promises and last ditch efforts to convince us voters that grand things are coming from Lockhard and some of the councilmen/woeman. Someone needs to tell them - if you can't take care of what you have or do what you're supposed to do now, we can tell you with certainty the "new" things you promise to trade a vote for won't be done either.

PAST PERFORMANCE (or lack thereof) IS AN INDICATOR OF WHAT IS TO COME.

VOTE AUGUST 26th - CHANGE CITY HALL AND THE CITY COUNCIL IN MUSCLE SHOALS - We have been taxed to death - stop the train before it runs completely off the track!

A Muscle Shoals Taxpayer is Fed Up!

 



From a Muscle Shoals taxpayer - Rebuttals are welcome.


How much does a taxpayer pay for a legislator's son a job? In the form of "grants", aka taxpayers' money, Bubba Underwood secures employment for his son.

Around $55,000 of the taxpayer's money was given to the MS Fire Dept. when the new fire department was recently built. This month, more "grant" money was given to the MS Fire Dept just prior to Bubba Underwood's son being arrested for a DUI in Florence. The 20 year old blew an impressive high number of .08. We hear he can't score high enough to pass the tests at his new job in the MS Fire Dept.

Maybe the previous fireman Lockhart pushed out because of his domestic violence arrest to make room for the Kingpin's Beer Guzzling son wasn't quite as bad - he did pass the tests to be a certified fireman.

Mikie and Bubba are keeping the backroom hot and our bank accounts drained.

Welcome to Muscle Shoals and the corrupt halls of doom.

Tax Musical Chairs? (Let's Hope It Doesn't Flood in Muscle Shoals)

 




Oh, what a tangled turkey web...

* Muscle Shoals has a half-cent sales tax voted on by the people and earmarked specifically for flood control. There's even a separate account and all that...all official like.

* Now the city council has agreed to usurp 50% of that for the general budget. To be totally honest, one council member (David Moore) voted against it, but the rest applauded the mayor and city clerk's idea and rubbed their sweaty fingers in glee.

* The big borrow, well actually a steal, is to begin January 1st, but see the next point.

* On November 18th, the city clerk Brittany Walker had 2.5 million dollars transferred from the flood control account to the general budget fund due to an alleged projected shortfall.

* Finally, if you feel bad about all this, just think how funny it is that the mayor and clerk have never managed to figure out who the moles are in their offices. Big snicker, guys!

Props to David Moore who is not happy with what he seems to feel is sloppy flood control and poor maintenance of the town's retention ponds. 


There once was a Muscle Shoals mayor;
He was a pencil pusher, not a dragon slayer.
His clerk was even slower,
But was still quite the go-er.
Too bad the citizenry is the cheated payor.

Baseball, Hotdogs, Apple Pie, and CHEVROLETS

 




These days, it's hard to go shopping without passing a table with donation buckets set out to help send the area kids to their little league baseball playoffs. I've always been one to throw a few bills in the bucket and encourage the kids.

Since we have little or no control over how our tax dollars are spent - or wasted - I will rethink ever contributing to these kids again after the past weekend vacations taken by Muscle Shoals mayor and several others at our expense.

Last weekend, some of the boy's teams from Muscle Shoals City Recreation were in playoffs in Atlanta - home of the Braves.The City Council donated money to their expenses, but they didn't say anything about paying for the Mayor, City Clerk, Recreation Dept. Manager and one of the Rec Employees to go to Atlanta for a weekend vacation at our expense! City clerk Brittany Walters had a child playing and we're sure the family enjoyed the trip riding in luxury in the new $60,000.00 City Clerk office Chevrolet Tahoe. Maybe it came with a cooler of hotdogs and apple pies.

There were at least 3 CITY CHEVROLET TAHOES headed east to spend our tax dollars. The Mayor, Brittany Walters and Rec Dept Manager Wooddall all drove each of the $60,000.00 Chevrolet Tahoes. There was no car pooling since naturally, they wanted their families to benefit from our tax dollars too.We heard the lame excuse of "supporting our kids". Funny thing, I haven't seen Lockhart and his wife sitting in the stands in our parks at every game while the parents, grandparents, and others PAY to get in the park to "support our kids".

They spend like drunken sailors while cutting the library funding, overtime in the police department & fire department, not repairing equipment in the street department and most heinous of all is how this mayor and city clerk have been cutting the pay and benefits of employees.

So, $180,000.00 worth of Chevrolet Tahoe vehicles were on the road all weekend to send our money to Atlanta Georgia.

Way to go Mikey - We will send you on an extended vacation after the election next year and you can take your friends Walters and Wooddall with you - at your expense.

VOTE 2025 - STOP THE ABUSE OF OUR TAX DOLLARS AND THE EMPLOYEES.

A Muscle Shoals Citizen Blasts 65 Million Project

 




I often think of the old time traveling medicinal street peddlers when politicians begin to spin their yarns on how they will spend our money.

In pondering over this latest scheme of Mike Lockhard and his great announcement, one has to wonder if he understands finance and budgets at the very least. At least his wife taught small children and should be able to add and subtract.

We do give Lockhard credit for running a janitorial group at Keller Hospital and are sure he kept clean floors and closets, but quite frankly, he sucks as an elected official.

Not only did he immediately go against the voters loud voice when voting down a tax increase to give the school system’s more money for their bloated budget, but he is systematically cutting the hard working employee’s pay and benefits.

One writer talked about a $2000 amount they currently have. That was kind of that person to give him credit for projecting a $2000 surplus at the end of the budget year in October. However, the real projected figure is $1,175.00.

Let’s break that down real simple. Your household income and expenses only leave you $1,175.00 A YEAR for splurging on vacations and pleasures. What kind of special idiot thinks a bank would loan them $6 million - or heaven forbid, $65 million. In Mr. Lockhard’s great reveal, he vehemently stated the $65 million dollars WOULD NOT AFFECT THE BUDGET – he must have been asleep in the finance and budget classes on those fancy trips we paid for him and his wife.

Perhaps the police can tell you about the budget cuts - over $100,000.00 in overtime this year, and there are many other cuts made by the City Clerk Mrs. Walters. She had to do something to get a whopping $1,175.00 surplus at the end of this year after all her wild spending on frivolous things and her new $65,000.00 vehicle.

Folks, You’re worried about what a $65 million dollars debt will do to your pocketbooks, value of your home, and this city - WELL GUESS WHAT - that is only the principal -

THE TOTAL DEBT (calculated at a low amount of 4%) = interest $47,768,693.31 – 30 years!!!!

FOR A TOTAL REPAYMENT OF $112,768,693.31. THAT IS MILLIONS OF DOLLARS.


Mr. Lockhard stated that Bubba Underwood has been working with him for 3 years on this scam - just like Bubba did as he helped Ian Sanford with Inspiration Landing and gave Tuscumbia taxpayer’s money to fund a study for that boondoggle. Bubba’s style of accounting results in lawsuits and his losing clients. Exactly what does Bubba have to gain, while mayor of Tuscumbia advising Lockhard - unless the whole scheme is to bankrupt Muscle Shoals but first putting kickbacks in his and his cronies pockets. (More to come on that theory.)

With a yearly surplus of $1,175.00, SOMEONE on MSC City Council needs to grow a set and SPEAK OUT FOR THE CITIZENS.

VOTE 2025. Get the cronies and clowns out of there.

Interesting Doings in Muscle Shoals Today

Muscle Shoals is NOT the Muscle Shoals long time residents enjoyed. 

Those who came "here" from "there" to only bring "there" to "here" are ruining our city that people like David Bradford, Ricky Williams, Elaine Coan and many others that have the heart and love for the people.

People from "there" have become the adult bullies. Bullying business owners, Bullying citizens, Bullying employees.

Where else can a high school bully who was one of the "mean girls" become a secretary, then cross the city border from Tuscumbia and become the mayor's girl friday?

When a citizen witnesses Mikie Lockhard inside City Hall and the bully tells the citizen that Mikie "isn't in" only confirms the magnitude of the problems in city hall.

The employees are being done the same as the average citizen. Lies, bullying, intimidation, harassment, threatening retaliation to anyone that dares to speak out against the bullies in city hall.

Tuscumbia bully, your school years victims are talking. We are *listening. You can go home with Lockhard when we run him out of city hall.

SHE-nanigans in Muscle Shoals

 



First, a letter from a Muscle Shoals citizen:


Not only have Muscle Shoals City Employees had their benefits and pay cut by the infamous Mayor Mikie Lockhard and City Clerk Mrs. Brittney Walters, they have now treated themselves to BRAND NEW 2024 CHEVROLET TAHOE'S - of course, fully loaded. 


Working people in the city don't have a chance, but if you think you are safe - Get ready citizens and businesses - tax increases are already planned to heap on top of  the other TAX INCREASES this city council has put on us since Mikie Lockhard and Brittney Walters have teamed up to run the city in the ground.

REMEMBER THIS WHEN YOU SEE CITY FEES, TAXES,  ELECTRIC BILLS AND GROCERIES GET HIGHER AND HIGHER and think about Mr. Lockhard and Ms. Walters running the roads and going on vacations at our expense. The working people deserve better than these 2 clowns and their 3 stooges on the city council taxing us to death so they have more money to spend on themselves and their fancy trips.

Mikie, his girl, Brittney, and the 3 stooges gonna be run out of town - VOTE 2025 and get rid of the moochers, liars, and thieves.


We have to ask how many of us drive a three year-old vehicle? The good mayor says his predecessor received a new vehicle every two years and his current city ride is three years old. Second, how many city clerks are given their own ride courtesy of the municipality for which they work?

Lockhart Called "Progressive Woke Democrat"

A reader has a very interesting report for us on Muscle Shoals:


The City of Muscle Shoals now has a woman who is one of the higher-ups in the Parks and Rec department working Saturday and Sunday at time and a half - basically $42.50 an hour and collecting tips. Ashley Wheeles' salary of roughly $8.50 an hour sure sounds a lot cheaper than what they're paying now.

The city also has decided Rusty Wheeles' job probably will be turned into three different positions. Mayor Mike Lockhart is truly a progressive woke Democrat, turning single person jobs into three people jobs at the city. (Everyone should congratulate him the next time you see him.)

Now we can see why Muscle Shoals has such low unemployment, the mayor fires one person and hires three in his place.


Interesting take on Lockhart - we've heard him called much worse!

Mike Lockhart Fires Ashley Wheeles

In a major act of calculated revenge, Muscle Shoals mayor Mike Lockhart today fired Mrs. Rusty (Ashley) Wheeles from her part time job with the city. According to a source close to Mrs. Wheeles, besides her paid work, she also volunteered when needed at various Park & Rec. events.

We understand Mrs. Wheeles' termination will be added to the federal law suit in the works. Muscle Shoals taxpayers, this is how Lockhart is abusing his position and throwing your money away.

Is a recall election doable at this point?

Former Fire Marshal: "The School Board is Running the City"

By now you probably know that Rusty Wheeles was allowed to retire from his position with Muscle Shoals. At this point, we're sure the betrayed former Parks & Rec director wants nothing more to do with the small, white-bread town.

Donald Ray Coons, the town's former fire marshal, has stated the school board is running the city. We totally agree.

Another interesting comment came from Mr. Wheeles' father who stated he had always considered Lockhart a friend, but now the mayor won't even speak to him. Not quite the definition of friendship is it?

Why would the mayor turn on his own employees to support the school board? Perhaps that's the only way the mayor's wife can keep her job with city schools?

Even more an enigma is why the school board would support its profane baseball coach? Not setting a very good example for today's youth, are they?

"Nuclear Explosion" Lawsuit to be Filed against Muscle Shoals on Tuesday

 



A source close to the Lockhart/Wheeles situation has told us a lawsuit will be filed on Tuesday morning. It's being called a "nuclear explosion" that will rock the already unstable City of Muscle Shoals government.

Also, subpoenas will be issued to Mike Lockhart, Marcel Black, Blake Beck, and others requiring their testimony at Wednesday morning's hearing on the termination of Parks & Recreation superintendent Rusty Wheeles. 




Lawsuits are expensive, so if you're a citizen of Muscle Shoals, be sure to thank Mayor Lockhart for the loss of your taxpayer dollars. Speaking of Lockhart, we understand his wife Cheryl (pictured) works for the Muscle Shoals Board of Education. Could that be one reason he's so hot to allow the high school to usurp the ball fields at Gattman Park?

Who Reported Parks & Rec Meeting?

 



Muscle Shoals mayor Mike Lockhart noted in his termination letter to Rusty Wheeles that "a citizen that was present" reported an irregularity in a Parks & Recreation work session. Before we get to the main round of this discussion, please note that the portly power broker should have used the word "who," not "that." Bad mayor = bad grammar?

Just who reported this vote? Did anyone even report it, or was Lockhart routinely scanning the board's meeting notes in order to find a "termination offense?"

Finally, where is the profane animal abuser in all this? Blake Beck has been strangely silent in the controversy surrounding his nemesis. Perhaps he's been busy packing his bags? We can hope...

Lockhart's Muscle Shoals Project Supports Tuscumbia!

Ongoing lawsuits in Cornelius Landing as a result of poor drainage and the not so long ago flooding in Nathan Estates should be a priority for the City of Muscle Shoals. That priority would include removing barriers to irrigation and floodwater retention.

Times Daily reported on August 4th there were retention pond and area surrounding the pond that needed work in Nathan Estates.  Mikey Lockhart said the city can't afford for a company like Coldwater Landscaping to professionally remove trees and make needed improvements inside this extremely high taxed neighborhood. He stated city employees could cut down the trees. Not so sure if the city employees have the experience in stump removal and landscaping that would be warranted for a neighborhood that creates such a large tax base.

If the city is in such dire straights for Mikey to shortcut infrastructure and neighborhood safety, it seems a little strange we now see social media posts of his office building undergoing cosmetic remodeling at the time he was thumbing his nose at the Nathan Estates residents.

While he would not hire a professional landscape company to work on something like neighborhood improvements, he hired an interior designer for his remodeling inside city hall. Not only did he hire an interior designer, but purchased the goods from a "Southern Gems" company that is not in Muscle Shoals! The remodeling appears to be an ongoing project with more to come. 

Nathan Estate Residents - if you haven't gotten your property tax bills, get ready. While everyone is scrambling to pay the high Muscle Shoals utility bills and property taxes, you can raise your air conditioning to 80 degrees to save on your bill and go sit in the plush offices at city hall where the temps are cool and the new decor supports a business in Tuscumbia. Way to go Mikey!

Sorry - you don't get to vote on a new mayor in November.

Chapter II of "Hot Pants & Cold Feet" Starring Mayor Mikey

The long awaited chapter two in our ongoing saga of dropped pants in Muscle Shoals...


For those with good memories, you can skip ahead, but just a little reminder of the MSPD brue-ha-ha.......

Ms. Day Jailer that was punished for complaining deserves a name. "Sandy" as she will be known going forward.Sandy filed a complaint upon advice of her supervisor after an officer (we call him "Dee") had a visitor inside the dispatch area. Dee entertained conversation with the visitor concerning the visitor's swollen private parts. Although "Dee" encouraged the conversation that prompted the visitor's dropping his pants to expose himself to two female employees, he was not reprimanded by MSPD finest. Dee had a violation in the past as did another officer (something concerning a deer you may remember) but Dee was only moved to another city position while things cooled down. With that kind of history, Dee felt pretty confident nothing would happen after Sandy filed a complaint. Holding true to their selective standards, Dee is still a favored officer who dons his uniform and badge to "serve and protect" the good people of Muscle Shoals while Sandy was moved to night shift as punishment, thus leading to her resignation.


CHAPTER TWO:

Muscle Shoals Police Day-Jailer who was punished for telling the truth and following her supervisor's instructions has more to tell about what happens behind the plate glass windows. Not to let anyone bully her and punish her for speaking up, Sandy followed the city's protocol and went one step further to make an appointment with Mayor Mikey Lockhart. 

Taking her case to Mikey was a comfort to her - for a short time, as Mikey listened to her account of how a man would drop his pants in front of her and a female dispatcher with no apology from him or Dee, who, as a long time employee of the city and police department, should know the proper steps and policies as his uncle had worked for the city in a similar position and also in city hall. 

However, Sandy believed "right" would prevail and shared all the details and history of her employment to the new mayor while he nodded and agreed that such things were not going to happen now that he Mayor Bradford was gone. Mikey questioned in length and assured Sandy that this kind of embarrassment was against regulations and he would be looking into this and get back to her. After a long conversation and reassurance she had done the right thing by coming to him, Sandy left city hall and Mikey feeling like she could return to a safe environment - at Muscle Shoals Police Department.

Sandy's life was not to return to normal. She soon finds that Mayor Mikey Lockhart only told her what she wanted to hear and his words had no meaning. As reality sets in, Sandy knows she only has one option  - a resignation and an EEOC complaint. Her right to a safe, work environment was not secured by the new mayor and she was forced to seek help from an outside agency. 

Once the EEOC complaint was filed, Sandy was notified of the steps taken to determine just cause for her complaint. Who would believe Sandy against the fine upstanding police, ranking officer and his night-jailer girlfriend, and Dee? EEOC had their work cut out with interviewing those involved since they had a scripted account to follow that didn't quite match Sandy's.

Oh - if there had just been a fly on the wall in any of those conversations at the PD or City Hall. 

Maybe those stories the city employees told EEOC may be refuted. Or, were their stories refuted? 

It appears stories may have been contradicted - or outright lies were told to EEOC?

Is there evidence of lies told to EEOC by the MS groupies?

Did EEOC clear Sandy for the next steps to be vindicated? 

We hear someone will be haunted by the sound of their own voice in time to come...

The wheels of justice move ever so slowly - the walls have ears and ways of telling what they hear.
