Inspiration Landing: Phase Two Started Before Phase One?

We assume that all our readers know that no one here claims to be a mathematical genius. Our cyphering skills are often pretty much on the scale of Jethro Bodine. Yet we seem to remember that one comes before two, meaning two comes after one. Unless the latest common core math has changed that.

From a November 2019 TimesDaily article:

The first phase of the proposed Inspiration Landing resort project includes hotels, an indoor event center, an outdoor amphitheater, a movie theater, a microbrewery, a distillery and various restaurants and shops that will occupy a city center. A second phase includes a marina on the Tennessee River near the mouth of Spring Creek and a residential component.
Now Memphis developer John Elkington has posted this:

Obviously the bloggers here need it spelled out as to why work has started on the second component of Inspiration Landing and absolutely no work has begun on the amphitheater or any other part of the first component. Why does anyone feel the need for streets to residential lots at this time? What is the proposed starting date of amphitheater construction in phase one? Anyone?

  1. Weeks's construction is putting in Main Gas and Water lines for something.

    1. Yes, as far as we know, for phase two. These are for the residential side of the development.
