Sunday afternoon, around 5pm, I saw a TVA vehicle, a white Ford SUV, occupied by a couple, dressed as if headed to church (Colbert Mountain area), and thought it odd.  Are we paying for TVA employees use of government vehicles for their own convenience?

We know that many law enforcement agencies allow officers to use vehicles in an attempt to deter crime. For what purpose would TVA allow an employee to use a government vehicle?
